Function toRotationMatrix

toRotationMatrix(vector, frame?): Matrix
Converts n-vector to a rotation matrix.
Parameters
- vector: Vector
  An n-vector.
- frame: Matrix = Z_AXIS_NORTH
  Coordinate frame in which the n-vector is decomposed.
Returns Matrix
A rotation matrix.
