Converts an n-vector and a wander azimuth angle to a rotation matrix.
Parameters
- vector: Vector
  An n-vector.
- wanderAzimuth: number
  A wander azimuth angle in radians.
- frame: Matrix = Z_AXIS_NORTH
  Coordinate frame in which the n-vector is decomposed.
Returns Matrix
A rotation matrix.
